Can this—whatever it is—be cleaned up? It has a baked-on texture and will not come off with a dry wipe.

It seems the coating is peeling off.You may easily fix this with some fine wire wool.The same may be said of a scourer pad used for dishwashing. I predict that you will need to use a silver touch-up pen to replace any paint that peels off.

Is it a fresh new car?

It can be seen that the coating is peeling off in the picture. The coatings seem to have been sprayed on, since the RHS bolt is an exact match.

These covered heads are a complete mystery to me.

Rather of being brand new, it has 19k miles on its 14-plate.

Someone may have spilled a corrosive substance and forgotten to wipe it up; was the braking fluid reservoir or the battery in the area?

The silver coating is flaking off, which is annoying. It's possible that the pieces weren't clean when they were sprayed, in which case you can sand them down and re-coat them with silver.

When using detailing products, have you waited for them to dry? possible chemical etching based on appearance.
