I have never adjusted my temperature control to a low setting. I am now maintaining the temperature at 21 degrees Celsius, which I find enough for keeping the inside of the vehicle pleasantly cool.  Occasionally, I lower the temperature to 20 degrees Celsius, but I find it too cold and adjust it back to 21 degrees.

When used at low settings, the fans tend to run at maximum speed constantly without regulation, resulting in them likely operating at full capacity most of the time.

I had a Renault Zoe with a heat pump that emitted a noise like a jet engine, audible both inside and outside the vehicle. 🤣

Yes, I forgot something and had to return inside to get it.

The car was parked with the engine running and the air conditioning set at a low level due to the heat. The air conditioning compressor was not operating, as is common when the vehicle is stationary, but the noise of the fans could be heard.

There is some uncertainty here.  Some are discussing the internal ventilation fan, while others are referring to the under bonnet fan for the AC condenser and radiator.  The original poster may not be aware that the components are distinct and capable of functioning autonomously.

Today, I saw a significant decrease in noise levels outside. Indoor temperature remains constant, but exterior temperature has significantly dropped to 18 degrees. In conclusion, the condenser fan operates with more effort under hotter weather conditions.
